This application doesn't appear to be available for downloading from any of the websites. You are probably trying to download or obtain a download for an application that has been discontinued. I did, however, find a website which seems to be the developer's. It's called HealthCare Technologies, and they have a contact page where you can contact them to ask about the ShortCut application. This is not a typical Windows utility, but something used with Medical applications.
My shortcuts expansions do not expand properly on my new transcription platform, even though it's also a Word program. I'm wondering how I can either make it work or transfer all my macros into the autocorrect program that is attached to Escription.

The application doesn't appear to be available anymore. I have searched everywhere, but there is no actual information, only some statements about the software. However, if you have the software installed, I recommend checking the built-in Help documentation. Go to Help > Contents and type keywords related to your inquiry. You will have more luck this way finding a solution to the problem.
I will be purchasing a new computer soon, probably with Windows 8 or 8.1. I currently use Shortcut program in Windows XP for medical transcription. Do you have a program that works with Windows 8 or 8.1?

You will have to use the same version of the application along with the Windows XP compatibility, because there is no other version released for Windows 8 or 8.1. I have searched on the official website, and no link or information on the application was found.
To make it work in Windows 8/8.1, right-click the setup package and use Properties > Compatibility then select Windows XP from the drop-down menu. Run it as Administrator, and it should work properly. Unfortunately, this is the only possible way.
I have a shortcut for Windows XP but it works in my Vista on my home computer. When I tried to back it up and put it on another computer it says I'm missing an scl file. It won't work on my other computer. I have over 10,000 macros on there and I don't want to lose them.

Don't move just the shortcut file. You need to install the whole application for the shortcut to work properly. If it cannot find SCL file, it means that you have copied the actual standard shortcut instead of the file.
